Sheffield United chairman Kevin McCabe, whose club were controversially relegated in 2007, has called for an overhaul of the Premier League.
West Ham escaped the drop - sending down the Blades instead - despite breaking league rules over the signings of Argentinian duo Carlos Tevez and Javier Mascherano.
Speaking to MPs on Wednesday, McCabe said he still did not understand why West Ham had not been docked points for the breach.
"Our relegation was in many ways down to the inadequacies and lack of proper governance at the FA Premier League," he told the Parliamentary All Party Football Group.
He said the club were now seeking purely financial redress, although he suggested it was still possible United could yet be reinstated in the top flight.
"Regrettably, I don't think we can turn the clock back," he told the MPs' group, which is conducting an inquiry into governance in football.
"A season and a half has gone by now since relegation. It would be difficult, not impossible, but difficult for reinstatement.
"But we are determined not to be pushed aside over this sporting injustice."
He added he was "perplexed" why the Premier League had not ensured West Ham were punished with a points deduction rather than a fine.
"They (the Premier League) are under-managed. They hide behind setting up an independent panel to penalise a club that's breached the rules and believe that alleviates their job to govern the game.
"We've got to accept the commerciality and business that's attached to football now, but it should never overtake sport itself, and that's where governance has got to be improved.
"We really need to get a restructure of the governance of the FA Premier League to stop what happened to us ever happening again."

Treesman wants more money for the clubs at the lower end of the pyramid ie us. Whats really needed is a draft and salary cap. Will put the fun back into the game. Sheffield Steelers v Cockney Irons . Face it it was players like Jagielka who are to realy blame and then scarpered off.

i'm sure the next West Ham v Sheffield United match will be very interesting if any time soon.....
i really can't blame jags. he had his best season for us in the prem., and move to a bigger club with greater ambitions...... also every time i see him play for Everton he's awesome. Surely he should get an England recall?
