Shrewsbury hit back from a goal down to earn their first win of the season and leave Bury bottom of the league after their third consecutive defeat. John Fitzgerald touched in Brian Barry-Murphy's free-kick to put Bury ahead and Alan Fettis then saved Sagi Burton's penalty to preserve the lead.
Kelvin Langmead equalised by turning in Derek Asamoah's cross at the far post.
Shrewsbury were awarded a second penalty after a foul on Ben Davies, who got up to slot home the spot-kick.
