Boothroyd guided Watford to the Premiership this season, although he will not receive the qualification he needs to coach in the top flight until this summer.
Glenn Roeder does not have it either but has been given special dispensation by Premier League chairmen to manage Newcastle, a move condemned by the LMA for sending the wrong message out to young coaches.
LMA vice-chairman Frank Clark said: "We're delighted with the progress Aidy has made at Watford, when he gets the Pro Licence he will be as qualified as anyone in the world.
"Just because you have the licence does not mean things automatically fall into place, but people are hopeful they can do what Wigan or West Ham did this season. The licence means Aidy has taken the time to be as well prepared as possible."
