It's no surprise as Billy said in the OP, been coming for a while.
After Leeds, the FL decided that the 10 point deduction was a waste if the club was already relegated.
They brought in a cut off date so that any club that went into administration after - would get the penalty when it mattered.
ie: If Saints were already relegated, there would be no point in the deduction this season so they'll have it next.
IF County were 8 points off relegation at the end of the season they would take the points then so the punishment hurt.

Basically due to a line in the rules which says: "the Club would not be relegated as aforesaid, the points deduction will apply in that Season" - basically meaning if the 10 point deduction would not lead to relegation, then it would apply in this season. Seems a but unfair when you compare to Southampton, as ultimately [the deduction] will have no impact. Unless the FL decide to change the rules as they go along again. Not a pleasant experience administration, sure they won't be the last club this year. As an aside, I think Lucas's remark is rather flippant. It seems the FL are just making the rules up as they go along. The 10 points is supposed to be a punishment! I thought that's why they introduced the deadline too.

I suspect this situation is more Stockport exploiting the current inconsistent and patchy set of rules more than anything. If the FL want to deduct 10 from next season, which seems to be consensus feeling should happen, they would need to rewrite them and apply them retrospectively again. I don't think they'll do that, but they might close the loop-hole. Appropriate section from the rules: "“12.3.1 With effect from the 10th May 2004, if any Club shall:-
a) have a manager, administrator, receiver or administrative receiver appointed in respect of that Club or any part of its undertaking or assets; b) have an administration order made in respect of that Club; c) have a winding-up order made in respect of that Club; d) pass a resolution for the winding-up of that Club; e) enter into any agreement with its creditors or some part of them in respect of the payment of its debts or part of them as a company voluntary arrangement under the Insolvency Act 1986 or Scheme or Arrangement under the Companies Act 1985; or f) have any proceeding or step taken or any court order in any jurisdiction made which has substantially similar effect to any of the foregoing;
that Club shall be deducted 10 points.
12.3.2 Subject to the provisions of Regulation 12.3.3 below, where the Club takes or suffers such action as set out in Regulation 12.3.1.:- a) during the Normal Playing Season, but prior to 5.00pm on the [fourth Thursday in March], the points deduction shall apply immediately; b) during the Normal Playing Season, but after 5.00pm on the fourth Thursday in Match, Regulation 12.3.3 shall apply; and c) outside the Normal Playing Season, the points deduction shall apply in respect of the following Season such that the Club starts that Season on minus 10 points (including in the Football Conference if appropriate).
12.3.3 Where the circumstances set out in Regulation 12.3.2(b) apply and at the end of that Season, having regard to the number of championship points awarded (ignoring any potential deduction):- a) the Club would be relegated in accordance with Regulation 10.1.2(b) or 7.3, the points deduction will apply in the next following Season (including in the Football Conference, if appropriate); or b) the Club would not be relegated as aforesaid, the points deduction will apply in that Season and Regulation 10.1.2(b) or 7.3 will then apply (if appropriate) following imposition of the points deduction.”

Utter bollox is this - if i were a southampton fan i'd be mightily pissed off - Stockport should have started next season on -10. To give them the penalty this season is a total joke!

STOCKPORT'S PROBLEMS THREATEN NON LEAGUE CLUB:
Woodley Sports would like to make the following Press Statement:
Following the announcement made yesterday, Thursday 30th April 2009, that Stockport County FC had gone into administration, Woodley Sports FC would like to make public the knock on effect this has on the club.
In December 2005, Woodley Sports sold Liam Dickinson to Stockport County in a deal that included a 20% future sell on clause.
When Liam was then transferred to Derby County in the summer of 2008 for a sum reported to be about £750,000 Woodley Sports approached Stockport County to enter into negotiations for the payment of this clause.
From that day until yesterday, Woodley Sports have assisted Stockport County by agreeing to defer the whole payment due, based on Stockport County's inability to release the whole amount due and agreed to a payment plan spread over two years.
Yesterday's announcement effectively has terminated this arrangement and leaves Woodley Sports with a substantial amount of money owed to them.
Woodley Sports have enjoyed a very good relationship with Stockport County in recent years and their soccer academy are the main hirer at the Neil Rourke Stadium, with over 300 youngsters enjoying professional coaching three nights a week, under Stockport County's academy name.
With this academy now being disbanded on Wednesday evening, not only is the future looking bleak for these young children, but Woodley Sports have to assess whether they can survive this loss of major funding.
An emergency board meeting took place last night, following which Chairman Tony Whiteside has stated that the future of Woodley Sports FC is in grave doubt.
"For a club of our size, operating on an annual turnover of £75k, the loss of this income is devastating. I had secured the club's short term future for the next three years with this money, enabling me to build a football club that promotes local youngsters and field three teams each weekend at Unibond Division One North, Lancit Lancashire League and the North West Youth Alliance League. Exciting plans in the summer to extend links with Stockport College in bringing on board two College Teams at U18's and U21's are now in serious doubt."
"The Directors of Stockport County have known all along what this money meant to a club of our stature and we continued to support them throughout their financial difficulties by agreeing not to pursue the whole payment up front. I am very disappointed at the moment and have to address all the players and staff at next week's presentation evening.
In the present economic climate I just don't know how we can replace this loss and the next few days are going to decide our future."

They've had to make their manager redundant. the same manager that turned down Brighton in order to stay at Stockport and try and get them into the play-offs. Harsh!
