I think it was probably also a 'cumulative' thing - there's no way he warrants it this year, but he's undoubtedly been worth at least one at some point. He can consider it a lifetime achievement award

Howard Webb was on the voting committee ;D I have to say as Motty would that Giggs is a model pro at least in the dying embers of his careeras opposed to the start when the horror Behr was chasing him. As neko says its a lifetime acheivement award in case it only gets 6 games next season.
