F.A. Can't increase yellow cards retrosepctively

Now that dirty cheat Ashley Cole will get to play in the important game at the weekend. This isn't the first time stuff like this has happened either, whenever a player gets shown a yellow card for a straight red offence he gets away with it. Why can't the FA change their rules and admit that referees are human and make mistakes? It's ridiculous.
