Lord Stevens will present the findings of his football corruption inquiry on or soon after 11 December.
But initially only a three-man Premier League board will get the results and they will then decide whether any disciplinary proceedings will be taken.
Only then will the identities of those alleged to have breached transfer rules be made public.
The Football Association may also be informed of the findings to take any action it feels is relevant.
Stevens gave an update of his inquiry to club chairmen on 2 October when he revealed his preliminary findings of 362 transfers between 1 January 2004 and 31 January 2006.
He found that 39 deals had to be further investigated and that they involved eight of the 29 clubs that had been part of the top-flight during the span of his inquiries.
The former commissioner of the Metropolitan Police was then given two more months to complete his investigation, which began in March and will have cost upwards of £600,000.
A Premier League spokesman said: "The investigation is ongoing, and we wait to see Lord Stevens' findings within the time-frame identified."

C'mon - the names will be given to a three-man board, who will give disciplinary procedures as they see fit. They might release the names afterwards, and might inform the FA.

After many long months of investigation, we can confirm, that a man, who shall remain unknown, has admitted to recieving a bung, totalling to a kebab, the kebab had ketchup on' In his defence, he pointed out it was Happy Shopper ketchup and not a proper brand, which the board took to be mitigating circumstances.
